Tanzania Food and Nutrition Centre. A joint TFNC/SIDA evaluation

Swedish SIDA had been involved with TFNC from its inception in the early 1970s. I was asked to plan and participate in this evaluation, as well as to do a follow up 18 months later. Packed with criticism that the two TFNC members of the team bravely supported, it resulted in changes in the board of directors and managers. The new director, Dr. Festo Kavishe, implemented the complex set of recommendations, leading to what, in my opinion, we the golden age in institutionalized nutrition capacity in Tanzania. It ended some years later as he and most of the other top managers left for work in UN agencies and NGOs; in 2000, SIDA support ended.
