Swedish Sida had been funding the build up of this system for 7 times when I did this consultancy and continued for a few more. It was a reasonably good system, and many made dedicated efforts to make it work. Like most, its biggest weakness was probably inability to interpret the data realistically and then feed information back down to the provinces and districts.
